    Belief in public efficacy, trust and attitudes to modern genetic science

Implicit in this thinking is that greater transparency and public inclusion will help dispel fears associated with new scientific advancements, foster greater public trust in those accountable, and ultimately increase the acceptability of new technologies. Less understood, however, are public perceptions about such high-level involvement in science and how these map onto public trust and attitudes within a diverse population. This article uses the concept of public efficacy—the extent to which people believe that the public might be able to affect the course of decision making—to explore differences in trust, attentiveness, and attitudes toward modern genetic science. Using nationally representative data from the 2003 British Social Attitudes Survey, we begin by examining the characteristics of those who have a positive belief about public involvement in this area of scientific inquiry. We then focus on how this belief maps on to indicators of public trust in key stakeholder groups, including the government and genetic scientists. Finally, we consider the relationship between public efficacy and trust and attitudes toward different applications of genetic technology. Our findings run contrary to assumptions that public involvement in science will foster greater trust and lead to a climate of greater acceptance for genetic technology. A belief in public efficacy does not uniformly equate with more trusting attitudes toward stakeholders but is associated with less trust in government rules. Whereas trust is positively correlated with more permissive attitudes about technologies such as cloning and gene therapy, people who believe in high-level public involvement are less likely to think that these technologies should be allowed than those who do not.The support of the Economics and Social Research Council (ESRC) is acknowledged.     Efficiency of Weather Derivatives as Primary Crop Insurance Instruments

    This study analyzes efficiency of weather derivatives as primary insurance instruments for six crop reporting districts that are among the largest producers of corn, cotton, and soybeans in the United States. Specific weather derivatives are constructed for each crop/district combination based on analysis of several econometric models. The performance of the designed weather derivatives is then analyzed both in- and out-of-sample. The primary findings suggest that the optimal structure of weather derivatives varies widely across crops and regions, as does the risk-reducing performance of the optimally designed weather derivatives. We seek the measurements that provide either the best estimate of the state prepared or maximise the accessible information. Surprisingly, any sensible measurement turns out to be optimal.     The theoretical basis for well posed marching of a Parabolic Navier-Stokes (PNS) computational technique for supersonic flow is discussed and examples given to verify the analysis. It is demonstrated that stable computations can be made even with very small steps in the marching direction. The method is applied to cones at large angle of attack in high Reynolds number, supersonic flow. Streamline trajectories generated from the numerical solutions demonstrate the development of vortex structures on the lee side of the cone

    Lyapunov exponent of many-particle systems: testing the stochastic approach

    The stochastic approach to the determination of the largest Lyapunov exponent of a many-particle system is tested in the so-called mean-field XY-Hamiltonians. In weakly chaotic regimes, the stochastic approach relates the Lyapunov exponent to a few statistical properties of the Hessian matrix of the interaction, which can be calculated as suitable thermal averages. We have verified that there is a satisfactory quantitative agreement between theory and simulations in the disordered phases of the XY models, either with attractive or repulsive interactions. Part of the success of the theory is due to the possibility of predicting the shape of the required correlation functions, because this permits the calculation of correlation times as thermal averages.Comment: 11 pages including 6 figure

    Designing Catastrophe Bonds to Securitize Systemic Risks in Agriculture: The Case of Georgia Cotton

    This article makes an initial attempt to design catastrophe (CAT) bond products for agriculture and examines the potential of these instruments as mechanisms for transferring agricultural risks from insurance companies to investors/speculators in the global capital market. The case of Georgia cotton is considered as a specific example. The CAT bond contracts are based on percentage deviations of realized state average yields relative to the long-run average. The contracts are priced using historical state-level cotton yield data.     Payload deployment method and system

    A method and apparatus for deploying the payload of space shuttle or the like is described. It is referred to as the Stabilized Payload Deployment System (SPDS). The payload is rotated about an axis outside of the payload but approximately longitudinally with the cargo bay of the shuttle craft. The payload may thus be rotated through ninety degrees. In this case, that is, in its rotated position, the payload may or may not have a small portion located within the cargo bay. Alternatively, the payload may be located completely outside of the bay. According to the apparatus two separable hinge-like devices connect at one longitudinal side or edge of the payload to respective ones of the payload trunnions at different longitudinally spaced locations along the length of the payload. Separation of the payload from the cargo bay is made by unlatching a latch and by the use of a repulsion spring at the position of each hinge-like device. Two four-link mechanisms allow movement between payload and bay. Such accommodative movement is required especially during launch when considerable vibration is encountered
